Description: We developed a Vulnerability Index to measure the vulnerability of communities to inundation from present day and future scenario flooding events. The total Vulnerability Index was derived from three sub-indices representing Exposure, Sensitivity, and Adaptive Capacity. We took the 4 inundation scenarios for both 2001 and 2011 (8 total) and found the scenario with the smallest vulnerability range. That scenario was quantiled into 5 categories. The other 7 scenarios were then manually set to those same category ranges. This allows us to compare directly between each scenario and across the two years.
