Description: This GIS layer depicts the boundary of the Oxnard Forebay Groundwater Basin. The Los Angeles Regional Water Quality Control Board has determined that septic system discharges are a major source of contamination in the Oxnard Forebay watershed. The Water Board adopted a resolution which prohibits new or expanded septic systems in the Oxnard Forebay. The resolution also requires that septic system discharges cease by January 1, 2008. The Environmental Health Division will no longer issue permits to install new septic systems or expand existing septic systems in the Oxnard Forebay. The Ventura County Public Works Agency will manage a sewer district (CSA 34) for the El Rio area and the construction of sewers is expected to be completed by 2008. This dataset was created for the Ventura County Planning Division.
